''Laval, île verte et bleue''

The Ministry of Environment, Fight Against Climate Change, Wildlife and Parks announced on June 17 the grant of subventions for a total of $12 387 394 to support the achievement of initiatives from 16 organizations of the civil society aiming to mobilize the population and organizations in the fight against climate change. These subventions are allocated through the Action-Climat Québec program, implemented by the Quebec Action Fund for Sustainable Development, as part of the 2030 Plan for a Green Economy.

 

We are glad to share that our project « Laval, île verte et bleue » ('Laval, green and blue island') will receive a financial assistance of $110 400 as part of Action-Climat Québec. Spread over 3 years, this project aims to promote sustainable stormwater management to enterprises and the general population of Laval.

 

Context

The City of Laval is currently experiencing a significant issue with overflows caused by its antiquated sewage system and the large volume of rainwater that keeps rushing in. Laval’s housing stock is also characterized by extensive sealed surfaces redirecting rainwater towards sewers, whether they are gutters from the numerous single-family homes oriented towards low-absorbency lawns or from large buildings built before retention ponds became more common.

 

In order to reduce the impact of climate change and increase the resilience of our living environments’ infrastructures, CRE de Laval suggests to tackle issues related to sustainable rainwater management (SRM) by mobilizing and supporting private owners and developers to promote the implementation of green and blue infrastructures (GBI) which not only improve the SRM, but also contribute to the greening of living environments and the carbon atmospheric capture. In the light of this ambition, our project Laval, île verte et bleue (‘Laval, green and blue island’) was created,

 

Project goals

Analyse the territory to identify the sites with the best potential for the implementation of green water management infrastructures in built environments;

Inform and raise awareness through the development of communication tools popularizing water management issues in Laval (increase in streams’ peak flows, overflows, etc.) and promote services on offer in SRM available in the region to facilitate the initiation to action of the private sector towards the implementation of GBI;

Advise private owners on their property, while characterizing and imagining with them possible GBI implantations (water gardens for example);

Characterize the site, set up plans, share appropriate resources;

Coordinate the implantation of GBI with the different stakeholders.

 

The main objective is to create by December 2026 a total of 15 water gardens in residential zones as well as two large GBI.
