The CRE of Laval Participates in the PPMADR Review

The Conseil Régional de l’Environnement de Laval (CRE de Laval) has actively participated in the public consultation for the PPMADR.

What is the PPMADR?

The Revised Metropolitan Land Use and Development Plan (PPMADR) is an initiative by the Communauté métropolitaine de Montréal (CMM) aimed at shaping a more sustainable, inclusive, and competitive Greater Montreal. This plan is based on three interconnected priorities:

Complete and Sustainable Living Environments:

  • Increasing the supply of housing, particularly social and affordable housing.
  • Strategically densifying areas around active and public transportation infrastructure.
  • Protecting agricultural land and natural areas.

Sustainable Mobility:

  • Prioritizing active (walking, cycling) and public transportation to reduce greenhouse gas emissions.
  • Developing a robust public transit network and safe cycling infrastructure.

Environmental Protection:

  • Expanding the conservation of natural areas and building resilience to climate change.
  • Promoting habitat restoration and improving vegetation cover to achieve 35% canopy coverage.

This project aligns with the region’s climate and sustainability goals for 2046.

The CRE of Laval’s Contribution

For Complete and Inclusive Living Environments:

  • Encouraging the densification of existing built-up areas to preserve natural environments.
  • Promoting a mix of uses (housing, businesses, services) to create vibrant neighborhoods.

For Sustainable Mobility:

  • Prioritizing infrastructure for active and public transportation, including the development of bike-sharing programs and carpooling spaces.
  • Advocating for eco-friendly amenities such as secure bicycle parking.

For Environmental Protection:

  • Proposing a target of 30% conservation of natural areas and measures to restore degraded habitats for each zone—rather than for the entire territory—to prevent regional disparities.
  • Committing to support the green and blue network to enrich Laval’s natural heritage.
